I usually put the cutoff for frigid somewhere around 3 degrees. Unless of course you’re talking about latitude but then it differs based on the season too.

Humidity makes a huge difference. Arizona runs hotter than Florida, but Florida is so humid it can feel oppressive

Just in terms of a temperature number only matters so far. Thats all. 80F in Florida is oppressive compared to 80F in Arizona ((27°C))

Florida feel hotter because of the humidity and keeps hot at night. Idk about Vegas but southern AZ gets super cold at night in the winter. We’ve even had snow!
