If they really wanted to help people save money, they would sponsor a bill to give tax credits for battery storage, with overflow feeding back into the grid.

Solar with net metering was so good that it became a victim of its own success. If they really cared about dealing with the duck-curve as quickly as possible, they’d keep offering net metering, but require battery storage.
1 to 1 battery to solar for the first few years then increase the ratio every couple years after.
ie, 10kw of solar panels would require 10kwh of battery storage, then a few years later new 10kw installs would require 20kwh of batteries.
