Don’t think rubber bullets are harmless, but by definition, if a projectile has enough mass to hurt someone, deter them from what they are doing, and stay on target, that projectile can easily be deadly.
A muzzle loader’s cotton wad is perfectly deadly, there are multiple stories of people dying from blank shots.
