Considering the typical ebay listing, price is payment to be received. Shipping and tarrifs are extra to “weird jurisdictions”. I get that OP is willing to offer artist/collector $70, but the seller wants that $70, and shipping somewhere human is preferred. The chaos of US policy is that they are telling all foreign countries to collect tariffs for them, which is not at all how customs/tariffs have ever worked globally ever before.
