The throttling message is a bit misleading. In fact it tells you why your GPU can’t reach higher boost clocks, and will say either temperature or TDP/power limit

If I’m not mistaken that uplift was in DiRT 3 running on pure Wine. If you run this game with Proton, which uses Fsync instead, you’ll have high FPS as well, without the 6.14 kernel.
My knowledge here is limited so I apologise if I’m not being helpful, but at least in case of Arch there’s a special kernel flag (amdgpu.performancemask iirc) to allow OC of your graphics card, are you passing one in your setup?
Have you tried using CoreCtrl instead?
