Sure, the American pays the tariff. That’s not the point. The point is that this person wants to spend X total and wants most of that X to end up with the artist. And that doesn’t happen if they have to spend half of X to pay for the tariff.
The point of saying “the American pays the tariff” isn’t to say that the seller makes the same amount. It’s to emphasize that the seller won’t absorb that cost, which is the lie Trump is selling.
Considering the typical ebay listing, price is payment to be received. Shipping and tarrifs are extra to “weird jurisdictions”. I get that OP is willing to offer artist/collector $70, but the seller wants that $70, and shipping somewhere human is preferred. The chaos of US policy is that they are telling all foreign countries to collect tariffs for them, which is not at all how customs/tariffs have ever worked globally ever before. US’s fucking job to collect tariffs. No one is complying with absurdity.
